The ASTM E1527 standard for Phase I ESAs is expected to be updated in 2020. According to EDR the updates will include changes to to the Historical Recognized Environmental Conditions (HRECs) and Controlled Recognized Environmental Conditions (CRECs) definitions. According to EDR, the revised HREC will require investigation of adjoining properties and the surrounding area. This will necessarily drive up the cost of a Phase I ESA as it will require more research on the part of the vendor.

The Non-Scope Considerations appendix of the Phase I ESA standard will also be revised to include chemicals (e.g. PFAS) that are not “hazardous substances” as defined by federal regulation may need to be addressed to comply with state or local regulations or contracts.
